The Presbytery of Missouri Union met in a Stated Meeting at First Presbyterian Church, Jefferson City, MO on Saturday, February 10 beginning at 9:30 a.m. Rev. Diane Miller led the singing of two hymns.

A quorum (At least three minister members plus elder members from three churches G-11.0202) was declared present by Stated Clerk, Don Bay.

The constituting prayer was given by the Moderator, Rev. Diane Miller.
Rev. Diane Miller moved the approval of the proposed docket. Motion passed.

Welcome:

Rev. Rudy Beard welcomed everyone. He provided information about First Presbyterian Church, Jefferson City, location of lunch and restrooms and thanked those that helped with parking, food preparation, and other activities to make everything run smooth.

Report of the Stated Clerk:

Clerk Bay moved the approval of the Minutes of the November 1, 2006 Stated Meeting of Presbytery as distributed to all commissioners. Motion passed.
Bay moved that the presbytery seat the following as corresponding members: Rev. Robert H. Bullock Jr. (Presbytery of Grace), David Castrodale (Presbytery of East Iowa), and Rev. Douglas Kelly (Presbytery of Seattle). Motion passed.
Stated Clerk Bay moved that the minutes of the Administrative Committee to install Rev. John K. Becker on November 12, 2006 as Pastor of Community Presbyterian Church, La Plata, MO be attached to the minutes and the Administrative Commission be dissolved. Motion passed.

 

 

 

 

 

 

 

 

Stated Clerk Bay introduced visitors Rev. Ed Varnum (Disciples of Christ minister and founder of CORE ministries), Walter Olker (Presbyterian Foundation), Marla and Andy Taylor (Presbyterian Children’s Services), and Rachel Lancey (Candidate under care of Heartland Presbytery to be Ordained as Pastor of Tarkio Presbyterian Church).

Stated Clerk Bay reminded churches to complete their 2006 statistics report on line or mail the form to the Presbytery office by February 21. He thanked them for a great job of reporting on the annual necrology report, and recognized Rev. Joe Trower for the wonderful way he presents the Necrology Report as part of the Worship Service.
Clerk Bay also complemented the Commissioners for indicating their “highlight” of the meeting on their Evaluation Report.

Report of Camp Director:

 

 

 

 

 

 

 

 

Rev. Mike Lewton reported that the new camp brochures are available to be pick up today. He asked everyone to join him in promoting the camp. There are still open dates available if churches would like to schedule church or session retreats.
Michael reported that most of the staff for this summer has been hired with a number of persons returning from last year.
Michael indicated he would be sending out a list of potential projects for different age groups to consider doing. The list will include both major undertakings as well as a number of short term projects.

Report of General Presbyter:

 

 

 

 

 

 

 

 

Rev. Bruce Berry said that he felt very good about the progress the Presbytery achieved during the past ten years. He thanked a number of persons, both lay and clergy, for their faithful service and significant contributions during the period he served as General Presbyter.

COUNCIL:

 

 

 

 

 

 

 

 

The Council Moderator, Elder R. B. Turpin explained briefly the structure of the Council and some of it’s responsibilities.
It is proposed by the Council that the Presbytery approve hosting the Knox Fellowship School of Evangelistic Strategies and Techniques in October 2007. The one-day school is designed to assist pastors and lay leaders to be effective in their outreach to a contemporary society. They hope to achieve an improved mind set for evangelism through a realistic structure and practical strategies. Representatives of the Knox Fellowship will visit each church in the Presbytery to talk with pastors and lay leaders about their churches needs in evangelism prior to the one-day school.
 

Elder Turpin moved that the

Presbytery approve hosting the Knox Fellowship School

of Evangelistic Strategies and Techniques in October 2007. Motion passed.

FINANCE COMMITTEE:

Committee Moderator, Elder Bess Gamm, presented the 2006 financial report as well as the final draft of the Presbytery Budget proposed for 2007.

Elder Gamm moved that the Presbytery approve the proposed budget for 2007. Motion passed.

EVALUATION COMMITTEE:

Committee Moderator, Rev. Terry Kukuk, reminded all present to complete their evaluation form for today’s meeting and turn them in before they leave.

 

 

 

 

 

 

 

The Evaluation Committee will be meeting with the Presbytery Council on February 13 at a special Council Retreat at the First Presbyterian Church, Mexico. At that time, they will revisit the mission statement and the four strategic goals. The results of these meeting will be presented at the next Presbytery meeting.

PERSONNEL COMMITTEE

: Committee Moderator Elder Larry Dew presented the Personnel Committee Report. A copy of Rev. Bruce Berry’s letter of resignation from the position of General Presbyter was distributed to all commissioners. Larry gave the report of the five year evaluation. It was suggested that the last two motions in the Personnel Report should be combined into one motion.

Church and Society Mission Team

– Debby Howland referred to the report that was distributed entitled, “Critical Choices and Christian Duties”. This is a follow up to the information presented October 29, 2006 at the Stated Meeting of Presbytery held at the First Presbyterian Church, Louisiana. The legislative actions in 2005 and 2006 have reduced both the scope and availability of health care for low income Missourians and therefore, has created a health care crisis in our state. Rev. Beard stated that these changes are not compatible with Christ’s teachings and the tenant of the Presbyterian faith. Members are challenged to share this information with their congregations and let their faith lead them to appropriate action.

Disaster Preparedness and Response Mission Team

–Rev. Mike Lewton reported on the most recent Katrina mission trip to the Gulf coast. There were 8 churches represented with a total of twenty people on the trip. Presbyterian Disaster Assistance is projecting that total recovery for this area will not be completed before 2013. Plans are being made for another trip in January or February of 2008. Missouri Valley College made a trip last December. A group from Covenant Presbyterian Church, Marshall will be going in April, 2007. This mission team has been meeting regularly and has a mission statement and has purchased a trailer for use by group, in our Presbytery responding to disasters.

Presbyterian Disaster Assistance is projecting that total recovery for this area will not be completed before 2013. Plans are being made for another trip in January or February of 2008. Missouri Valley College made a trip last December. A group from Covenant Presbyterian Church, Marshall will be going in April, 2007. This mission team has been meeting regularly and has a mission statement and has purchased a trailer for use by group, in our Presbytery responding to disasters.

The basic approach taken by this mission team is to have mentors or parent mentors go into the home situation and work intensively with families to try and help put the pieces back together in shattered family situations.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Criminal Justice Mission Team

– Scott Johnston, moderator of this team, distributed a written report. He reported that the members of this team continue to make themselves available for presentations on this mission team’s work to the different churches in the Presbytery.

 

 

 

 

 

 

 

 

There is interest in a criminal justice mission trip and in mentoring offenders coming out of prison. They continue to work with the Missouri School of Religion to strengthen outreach in this area of ministry. They want to increase the team’s understanding and the presbytery’s interest in the Missouri “Re-entry” Program of offenders. How can our Presbytery become more involved in this area? There are presently 30 active local
re-entry teams.

WORSHIP:

The Worship Service was led by the Rev. David Henry. The service included beautiful organ music played by Bill Daly, special music performed by a group called “Sunnyside” from the First Presbyterian Church, Jefferson City and a very meaningful sermon “It Takes Both Wings to Fly” by Rev. Michael D. Lewton. The offering totaled $811 and was for the support of the Covenant Point Camp and Retreat Center.

 

 

 

 

 

 

 

Rev. J. Joseph Trower presented the Necrology report in memory of the 58 Ordained Presbyterian Elders in our Presbytery that died during 2006.

 

 

 

 

 

 

 

 

Rev. Jim Snyder moved an amendment to add the following the words: “The examination panel shall consist of equal numbers of elders and ministers of word and sacrament.” Amendment passed.
The Main Motion as amended passed.
Joe Trower gave the report on the Theological Education Fund reporting that again our Presbytery has 100% participation. He presented the list of churches that donate at the 1% level.
Two inquirers have asked to be removed from the inquiry rolls: Erin Long and Jenny Barnes. Erin is pursuing a career as a counselor and Jenny has decided to pursue a career as a licensed United Methodist preacher.
Motion was made by Brad Sheppard to remove these names from the Inquirer roll. Motion passed.
BILLS AND OVERTURES:

Committee Moderator Elder Dave Harrison moved the approval of Amendment 06-A.1 and 06-A.2 which proposes a simplification of Chapter XIV

Committee Moderator Elder Dave Harrison moved the approval of Amendment 06-B.1

which proposes to combine in one place (Directory for Worship in the Book of Order) the constitutional questions for deacons, elders, minister of Word and Sacrament, commissioned lay pastors, and certified Christian educators. The Committee recommended approval of 06-B.1 by a vote of 5 to 0 with 1 abstention.

 

 

 

 

 

 

 

The Presbytery approved Amendment 06-B.1 on a voice vote.
Committee Moderator Elder Dave Harrison moved the approval of Amendment 06-2 which adds a provision for licensing a candidate for ministry of Word and Sacrament who has not yet passed their standardized ordination exams. The Committee recommended disapproval of 06-B.2 by a vote of 1 to 5. The Presbytery disapproved Amendment 06-B.2 by a unanimous voice vote.
Committee Moderator Elder Dave Harrison moved the approval of Amendment 06-B.3 which eliminates the requirement that Synod’s approve a presbytery’s alternate examination process for candidates with documented disabilities or other circumstances that prevented them from passing their ordination exams. The Committee recommended approval of 06-B.3 by a vote of 6 to 0. The Presbytery approved Amendment 06-B.3 by a voice vote.

Committee Moderator Elder Dave Harrison moved the approval of Amendment 06-D which would give commissioned lay pastors the same access to the presbytery’s Committee on Ministry as a minister who serves similar functions.
The Committee recommended approval of 06-D. by a vote of 6 to 0. The Presbytery approved Amendment 06-D by voice vote.

 

 

 

 

 

 

 

 

Committee Moderator Elder Dave Harrison moved the approval of Amendment 06-E which would permit synod to give voice and vote at synod meetings to officers, committee chairpersons and council members during their respective terms of office. The Committee recommended approval of 06-E by a vote of 6 to 0. The Presbytery approved Amendment 06-E by a voice vote.
Committee Moderator Elder Dave Harrison moved the approval of Amendment 06-F which mandates that certified Christian educators and associate Christian educators report to ecclesiastical and civil legal authorities harm or risk of harm, abuse, or neglect of a minor or an adult who lacks mental capacity. The Committee recommended approval of 06-F by a vote of 6 to 0. The Presbytery approved Amendment by voice vote.
CAMP AND OUTDOOR:
Rev. David Henry, Moderator Camp Committee, began by singing some of the songs that he learned as a kid in church camp and then shared memories of his own camping experiences. He shared the camping experiences being offered and encouraged all those present to encourage children and youth to attend camp this summer.

Presbyterian Women:

Moderator Mona Ajans reported the Presbyterian Women had their meeting at First Presbyterian Church. Columbia with an emphasis on Mission. A missionary from Alaska was there as well as Rev. Mel West, Methodist Minister, who is in charge of the Personal Energy Transport PET project. She encouraged women to become involved in PCUSA Presbyterian Women as it is very rewarding.

ANNOUNCEMENTS:

Elder Jim Craigmile reported on Peacemaking especially in regards to the word “Shalom”. MUP Peacemaking program is one of the Mission Teams. He also explained the Peacemaking Offering and how it is divided. He is one of MUP’s representatives on the Mission Committee of the Synod of Mid-America. He suggested going to Synod for joint support of peacemaking projects that congregations might want to be involved.

 

 

 

 

 

 

 

Rev. Wallis Landrum gave an endorsement of the book Spirituality and the Confessions written by our very own Rev. P.J. Southam.
Elder G. R. Greer asked for prayers for the Pastor Nominating Committee of the Tri-County Specialized Ministry. He also announced a workshop on Healthy Congregations, on June 30, 2007 at Otterville Presbyterian Church.
Rev. Pat Gruber gave a report on the 35 youth and 5 adults from 12 different congregations that will be attending Youth Triennium.
Elder Don Bay announced the training program on the Presbytery website coming up on June 2 in Columbia. Anyone interested in attending should contact the MUP office.
Committee on Thanks: Rev. Jim Snyder thanked the Camp Director, Camp Committee, and Jane (the cook) for their wonderful hospitality and excellent lunch.

Meeting was adjourned with all praying in song “Thank you, Jesus;” Moderator Diane adjourned the meeting with an “AMEN!” at 3:10 p.m.

The Presbytery of Missouri Union met at Trinity Presbyterian Church in Columbia, MO on Wednesday, June 13, 2007 at 9:30 a.m. in a called meeting.
Moderator Diane Miller opened the meeting with prayer. The Moderator stated the purpose of the called meeting is to have Candidate Darren Hofmann preach a sermon before the Presbytery and be examined for Ordination as a Minister of the Word and Sacrament.

Rev. Brad Sheppard, Moderator of the Committee on the Preparation For Ministry, introduced Candidate Daren Hofmann. Candidate Hofmann has received a call as Associate Pastor of First Federated Church, Peoria, Illinois and has been received by the Presbytery of Great Rivers.

Worship:

Candidate Daren Hofmann read the Scripture, Luke 19: 11-27. His sermon was titled “Responding to the Kingdom”.

Committee on Preparation For Ministry:

Moderator Brad Sheppard explained to the Presbytery that Candidate Daren Hofmann had already been examined for Ordination by the Presbytery of Great Rivers on May 29, 2007 and therefore, it would not be necessary for the Presbytery of Missouri Union to also do an examination since he had successfully passed The Presbytery of Great Rivers examination.

Elder Bob Fenlon moved approval of the following Administrative Commission to Ordain Daren Hofmann at the First Presbyterian Church, Jefferson City, MO on Sunday June 24 at 5:00 p.m. Clergy: Rev. R. W. Beard, Rev. Wallis Landrum, Rev. Mike Lewton, and Rev. Brad Sheppard. Laypersons: Elder Don Bay, Trinity Presbyterian Church, Elder David Harrison, Vice-Moderator of the Presbytery of Missouri Union, and Elder Cynthia Quetsch, First Presbyterian Church, Jefferson City, MO.
