COM Report for Oct.31, 2009

MISSOURI UNION PRESBYTERY         

COMMITTEE ON MINISTRY REPORT  

October 31, 2009

ACTION ITEMS:

1.            Motion that Presbytery recommission CLP John Grimmett for three years to the Paris and Perry, South Fork churches effective this date.

RATIONALE:  Both John and the congregations wish for this relationship to continue and John fulfilled the Book of Order and COM requirements for evaluation, 10-26-09.   

2.            Motion that Presbytery reappoint the following Stated Supplies for 2010:  David Castrodale (Alexandria); Scott Ehrlich (Bunceton Federated); Ron Roberts (Climax Springs); Mike Lewton (Curryville); Joe Trower (Bethel Salem, Morrison); and Michael Mason (Calumet).

3.            Motion to grant the Rev. David Castrodale (member of East Iowa Presbytery) permission to labor within the bounds of MUP during 2010 as he continues to serve as stated supply pastor for the Alexandria PC.   

4.            Motion that Presbytery approve for 2010, the following ministers of Word and Sacrament as being engaged in validated ministries:  Brad Sheppard, Rod Woods, and Bill Young.

5.              Motion that Presbytery grant permission for communion at the MUP Women=s Retreat, 11/7/09 at Camp Covenant Point with the Rev. Kathie Jackson as celebrant. 

6.            Motion to grant the Rev. Robert L. Sheldon, member of Denver Presbytery, permission to labor within our bounds to serve as Interim Pastor at FPC, Jefferson City effective 9/16/09 through 2010. 

7.            Motion to approve the request from the Session of the Curryville PC that Elder Mary Waddell be authorized to serve communion in 2010 on the following dates when needed:  1/3, 2/7, 3/7, 4/1, 4/4, 5/2, 6/6, 7/4, 8/1, 9/5, 10/3, 11/7, 12/5, and 12/24. 

RATIONALE:  Elder Mary Waddell has been trained and has been granted this permission previously. 

8.            Motion to recommend that Missouri Union Presbytery recognize the (African) Agape Fellowship, sponsored by Trinity Presbyterian Church, Columbia, as a ABible Study Fellowship@ within the Grants Guidelines for New Immigrant Ministries of the General Assembly Mission Council of the PC(USA).

 

RATIONALE:  Both of the leaders of the Trinity African Fellowship, Aaron Gisonga and Caritas Habimana have attended recent MUP meetings.  They have been sharing with us the ministry they have been doing in our midst.  They are currently under the oversight of the Rev. Jeminah Ngatia, who is a member of Giddings-Lovejoy Presbytery, serving as pastor of a New Immigrant Fellowship/Church Development in St. Louis.  It is time to propose that this vibrant group of 50-60 men, women, and children be officially welcomed and recognized in establishing a formal relationship with MUP.

9.            Motion to recommend to Presbytery that it provide $500/month funding for the Fellowship from November 1, 2009 to December 31, 2010, funds to be taken from the New Church Development designated funds of the Presbytery.

RATIONALE:  Trinity Presbyterian Church is currently providing $500 per month financial support for this Fellowship.  Granting this motion would effectively double the Presbyterian financial support for the pastor of the Fellowship.  In addition to funding, the appropriate Presbytery staff will work with Trinity Presbyterian Church and the Agape Fellowship to apply for a General Assembly grant for the Fellowship as a ABible Study Fellowship@ for the 2010 fiscal year.  COM accepts responsibility for working with the Fellowship leadership, with the Rev. Jeminah Ngatia, and with Trinity PC to evaluate Aaron Gisonga=s ministry credentials and to provide assistance in securing the additional training is necessary so that he can become a member of Missouri Union Presbytery.

10.       a.  Motion to recommend to Presbytery that the call extended to Bertie Rose as Aweekend chaplain@ at Hannibal Regional Hospital be recognized as a validated ministry in accordance with G-11.0411 and G-11.0408 (b & c), and that Bertie be examined for ordination and membership in MUP. 

b.  That the terms of her call be approved as follows: Aservice every third weekend of up to sixteen hours for a two-week pay period at $12.52 per hour plus at least twelve hours of assisting as a volunteer chaplain.@ 

c.  Further that the following administrative commission be approved for the Ordination of Bertie Rose on Sunday, November 15, 2009 at 3 p.m. at the First PC of Palmyra:  Clergy B Mike Lewton, P.J. Southam, and Bob Bailey and Elders B Mona Ajans, Columbia, First; Andy Bross, Palmyra; Jenny Kuntemeyer, Palmyra; Julie Leverenz, Bowling Green, First; Philip Rose, Palmyra; and Interim GP David Meerse and an additional clergy person, Director of Pastoral Care at the Hannibal Regional Hospital, the Rev. Allen Clark (not a member of MUP). 

11.            Motion that Presbytery name Bill Young as Moderator of First Presbyterian Church, Fulton effective 10/1/09. 

12.            Motion that if the way be clear, Presbytery approve the Rev. R. W. Beard, H.R. as Designated Pastor (2/3 time) for a period of up to two years for First Presbyterian Church, Fulton and that he be named moderator upon approval of vote of the congregation on Sunday, November 8, 2009.  Terms of call as follows:  For remainder of 2009 B Salary $4,546; Housing allowance $2,058; Social Security $505; Board of Pension $2,244; Reimbursable expenses of Medical/Prescription $222; Mileage $139;        Continuing education $139; and Professional expenses of $111.  For 2010 B Salary $26,000; Social Security $8,000; Board of Pension $13,465; Reimbursable expenses of Medical/Prescription $2,955; Mileage $2,833; Continuing education $1,833; and Professional expenses of $1,666. 

13.            Motion that if the way be clear, Presbytery approve the request of the Session of FPC, Fulton and its Designated Pastor, R.W. Beard, H.R. that the Rev. Dr. Cecil Culverhouse, H.R. be named Parish Associate (1/3 time with appropriate compensation). 

RATIONALE:  Cecil Culverhouse and Rudy Beard have worked out a shared plan for ministry to and with the Fulton FPC in consultation with the Committee on Ministry as healing and visioning takes place with the session, congregation, and staff for their future ministry. 

14.            Motion that if the way be clear, Presbytery authorize the Committee on Ministry to approve the Administrative Commission to install R.W. Beard as Designated Pastor at First Presbyterian Church, Fulton.

RATIONALE: Presbytery will not meet again until March, 2010, which would mean an extensive delay in the installation service, if we were to wait until then for Presbytery to approve the date and commission for installation.

FOR INFORMATION:

A Covenant of Employment has been agreed upon between First Presbyterian Church of Jefferson City and the Rev. Robert L. Sheldon, member of Denver Presbytery, for service as Interim Pastor from 9/16/09 through 8/31/10.
